The "Measures for the Administration of Scrapped Motor Vehicle Recycling" was promulgated by State Council Decree No. 715 on April 22, 2019, effective from June 1, 2019.
Article 1: These Measures are formulated in accordance with relevant laws to regulate scrapped motor vehicle recycling activities, protect the environment, promote circular economy development, and ensure road traffic safety.
Article 2: The State implements a qualification certification system for scrapped motor vehicle recycling enterprises. Without qualification certification, no unit or individual may engage in scrapped motor vehicle recycling activities.
The introduction of the new measures marks a new development stage for China's scrapped motor vehicle recycling industry. Compared with the old measures, the new ones include several important changes:
First, the quota control on scrapped motor vehicle recycling enterprises has been removed, replaced by a qualification certification system; Second, "Five Major Assemblies" (engine, steering gear, transmission, axles, frame) may be sold to remanufacturing enterprises; Third, environmental protection requirements for scrapped vehicle recycling and dismantling have been improved; Fourth, in-process and post-event supervision measures have been strengthened.
